Applicant seeks a Comprehensive Permit under MGL Chapter 40B, section 20-23 for development of 156 residential units in multiple buildings. Property is located at 361 Norwood Street, 363 Norwood Street and 80 Edge Hill Rd. Town of Sharon Assessor’s Map 130, Lots 31-1 and 31, Map 131, lot 32.

Sharon was represented by the following: Scott Dale, Liz Cohen, Rick Bryant,
Liz Smith, Dave Kelly and Attorney Adam Hundly.
Scott
Dale gave a brief overview of the project.
Stating that there will be 156 rental apartment broken down into (9) two
story buildings, (3) three story buildings and 312 parking spaces 2 per unit
and all the amenities.
David
Kelly, Kelly Engineering Group. Stated
due to the residential neighborhood surround the site, they have maintained a
50 ft. setback form the property line to the buildings. The buffer area will consist of both existing
trees and additional native species at various heights.
Mr.
Kelly stated that Kelly Engineering Group has designed a comprehensive storm
water management system which is fully compliant with the Massachusetts DEP
guideline and standards for storm water management. With this system the peak runoff rates will
be reduced, recharge rates will remain unchanged and erosion and sedimentation
controls will be put in place during construction to ensure no impact on
surrounding resource areas or surrounding properties.
Rick
Bryant, Rizzo Associates Traffic Engineer gave a brief review of the traffic study
stating 3 key findings: 1) The project will generate up to 1,050 trips daily,
including 80 trips during the morning peak hours and 100 trips during the
afternoon peak hour. 2) The proposed
project will result in increased traffic volumes on area roadways, particularly
along Norwood Street. However, the
operating levels of service at study area intersections will not change due to
the increase in traffic volumes. 3)
AvalonBay Communities proposes to mitigate project related traffic impacts and
assist the Town in addressing existing traffic concerns in the site vicinity.
The
traffic study data indicates that Norwood Street carries approximately 14,800
vehicles per day (24 hours), of which 1,030 during the morning peak hours and
1,210 during the afternoon peak hours.
The
driveway sight distance measured sight distance is greater than 500ft. looking
to the east and west on Norwood Street.
John
requested a proforma for the project.
John
Davis,76 Edgehill Rd., issues with purchasing water from MWRA and emergency
access on 60 Edgehill Rd. not 80 Edgehill Rd. should remain emergency access
only.
David
Lederer, 166 Edgehill Rd. has issues with the plan not showing the path of the
sewer to Norwwod St. and the outlet of drainage depression plan. Also, has issues with the ground water
discharge system and durable/or legal restriction to let any other project tie
into the water line.
Beth
Green has concerns with other projects tying into the sewer line.
Shirley
Schofield, Historical Commission has concerns with the house, barn and shed on
361 Norwood St.. Also, the Applicant
needs to request permission for demolition of the historical buildings on this
property. Ms. Schofield asked the
Applicant permission to walk the
property and go inside the house that dates back to the year 1862.
